		<description>Can anyone shed some light on the logic behind Eric Crafton&#039;s proposal? I admit, I&#039;m inclined not to like the guy after the English Only thing, but I just plain don&#039;t understand where he&#039;s coming from with this residency rule. Wouldn&#039;t we want the best person for the job hired in every case no matter where they live?</description>
